The Honorable James W. “Jim” Carroll was sworn in as Director of the Office of National Drug Control Policy (ONDCP) at the White House on January 31, 2019, following unanimous U.S. Senate confirmation, after previously serving as Acting Director and Deputy Director.

As “U.S. Drug Czar,” he served as the President’s principal advisor on drug policy, overseeing a $35+ billion federal drug control budget and coordinating sixteen federal agencies to reduce both the supply of and demand for illicit substances. During his tenure, the United States recorded its first annual decrease in overdose deaths in nearly 30 years, achieved historic highs in border drug seizures, and awarded record federal grants supporting interdiction and public health programs.

Earlier in his career, Carroll served as Assistant to the President and Deputy Chief of Staff, General Counsel at OMB, senior counsel roles at the White House, and held leadership positions at the United States Department of the Treasury and the United States Department of Justice. He began his legal career as a Virginia state prosecutor.

He earned his bachelor’s degree from the University of Virginia and his Juris Doctor from the George Mason University School of Law.
